shortage. I had to sign an average boad before being 192

allowed to take delivery of any of the sleepers.

28. I discussed the question of signalling with

Mr A.J.Barry when he was out here and I brought the matter

to the notice of His Excellency at a Railway Meeting on the

2nd of February. I explained that the system of signalling

depended on the amount of money available. That very costly

systems could be adopted which would eliminate the human

element almost altogether but that I did not think such

expense necessary. That certain regulations should be made

where by breach of these regulations would be a criminal

offence and that under these circumstances with even fairly

heavy traffic the Chinese Station Masters could be trusted

to give "Line clear" to the trains.

29.

I would propose therefore a very simple and in-

expensive system to begin with somewhat as follows:-

(a) A ground frame near the station building for

working the signals which would consist of :

(1)

a starting signal

(2)

a distant signal which would be a "warner" and not an "absolute stop" signal for the home signal,

(3) Home signal situated near the first

facing points with a warner under the home signal for No. 1

(b) The Home Signals would be "slotted" near the

facing points to prevent them being lowered to

let an incoming train enter the station unless

the points were set for the line correspojding

to the signal (main or loop line).

(c) The main and loop line starting signal would be

slotted with the corresponding trailing points for

leaving the station.

(d) "Lino clear" would be given by a ticket as in

India, the line being equipped with a telegraph
